This means that the processor can only express addresses in memory(RAM mostly) that are equal to or below about 4Gb, it's not an even 4Gb due to memory mapped hardware, memory holes, and a few other things. There's 32-bits(ones) in that number, the reason it's called 32-bit is because that is how much data the CPU can take in at a time(aka the width) on it's data bus, it also happens to be the width of the address bus of the 32-bit intel seris of processors(x86, or IA32).
